Prof. Jonah Onuoha, a don, on Thursday, underscored the need to promote leadership development at the national level to ensure sustainable democracy in Africa.

Onuoha said this in an interview with the News Agency of Nigeria (NAN) in Abuja.

According to him, the thought by people to always rejoice over the coup does not by any means make democracy bad.

“Whoever says the military is better than democracy is telling a lie. The issue is how we bring our leader to follow the tenets of democracy, that is the issue.

“The quality of leaders in Europe and America varies, not minding their institution, because of what they have there, there are leaders here too with a different mindset about leadership.

“Leaders who have three kinds of qualities, these people are fearless, shameless and hopeless; so it is not that democracy has failed, but the actors have failed.

“Therefore, military coups will continue to happen in Africa and people will continue to jubilate until the leaders sit up to generate the dividends of democracy for the people.

“What we want to see are good roads. We want to see our institutions functioning well. We want to see good schools. We want to see people coming back home from abroad,” the don.

According to him, people always rejoice when there is a coup to succeed a government considered bad and still celebrate when elections are held to enthrone a democratic government.

“People rejoice for good reasons; they rejoice for unacceptable reasons as well. They always rejoice when there is a change, whether good or bad.

“When people argue that democracy has failed in Africa, it is not really because democracy itself is bad, but because its operators are not operating democracy the way they ought to.

“Africans have been made to understand that democracy brings development, but if after decades of democratic rule, they do not see the expected development they worry,” he said.

Onuoha decried a situation where Nigerians leave the country in their numbers in search of greener pastures in what has popularly been described as “Japa syndrome”.

He called on Nigerian leaders to take advantage of the possibilities offered by democratic governance to better the lives of Nigerians to prevent brain drain to other countries. (NAN)

Delta Government says it has recorded over 60 incidents and five fatalities caused by rabies disease due to dog bites in three months in the state.

The Commissioner for Agriculture, Mr Perez Omoun, said this on Thursday in Asaba at the inauguration of sensitisation and  campaign against rabies disease in Delta.

The State Ministry of Agriculture and Natural Resources, Ministry of Health and Ministry of Environment in collaboration with the Federal Government and World Health Organisation (WHO) embarked on a road walk against rabies disease in Asaba.

The road walk is to sensitise the public in commemoration of 17th World Rabies Day, in Asaba.

The Commissioner for Agriculture and his counterparts in Health, Dr Joseph Onojaeme and that of Environment, Mr Jamani Ejiro, led the sensitisation and awareness campaign.

Omoun said the theme “All for 1, One Health for All” defined the need for the collaboration between the ministries, the Federal Government and WHO

He explained that the need was to combat the disease and ensured one health for all in the state and nationwide.

He said that given the rising cases of rabies incidents, state government would soon promulgate law to regulate ownership of dogs and cats in the state.

According to him, Gov. Sheriff Oborevwori has made it imperative to sustain the annual free vaccination programme for prevention of rabies in dogs with the provision of funds.

“Sadly, the state has recorded rabies outbreak in Okpanam and Effurun. Five persons have been reportedly died of rabies between June and September this year.

“The fatality would have been more but for the swift and timely intervention of the State Veterinary Services Department, Ministry of Agriculture and the one health team of Delta state.

“It is pertinent to note that there are increased cases of dog bites in the state and in order to address dog ownership among others, the state government will soon come up with the dog and cat control law,’’

Also the Commissioner for Health, Onojaeme, who also lamented the situation, said modalities had been out in place to sensitise the general public across the state.

According to him, the reason for this walk for life is to encourage the people to come out and to know about the rabies that is killing them is very fertile.

“In recent times five people have been reported dead but it is good for the people to know that it is curable if you report to the hospital on time.

“In the last two months, we had reported cases of dog bites in the state, the victims were managed but for those that came late,” Onojaeme said.

On her part, Dr Mildred Okowa, State Epidemiologist, said that the day was usually celebrated to ensure that the people were kept safe from dog bites and rabies diseases.

“Rabies is a zonotic disease, which can be transmitted from animals such as dogs, cats, bats among others to humans when bitten.

“The dogs get the rabies viruses when bitten by infested bat, fox and other animals in the wild during hunting, as you know in Nigeria, we use dogs for hunting animals in the wild.

“So, when an infested dog bites you, even if it is just a scratch, you know will surely comedown with the rabies disease and its incubation period ranges from three weeks to three months or up to a year depending on what part of the body the dog bites the victim.

“So, when you are bitten by a dog, it is very important you report immediately to the nearest health facility to get first exposure prophylaxes (treatment).

“This prophylaxes (treatment) is a series of vaccines to prevent you from coming down with rabies following a dog bite.

“This is because rabies is 100 per cent fertile and that means that once the doctor identifies that you have rabies, it may be fatal,” she said.

Okowa urged all dog owners to ensure that their dogs were vaccinated annually, adding that the sensitisation was aimed at averting further deaths due to rabies in the state.

She lauded the WHO for efforts, technical and financial assistance in the control of rabies and other emerging and pandemics the state.

Earlier, the State Chief Veterinary Consultant and Director of Veterinary Services, State Ministry, Dr Augustine Ojogbo, said that the state vaccinated no fewer than 6,000 dogs as as of December 2022.

He said that the 17th Work Rabies Day celebration and the inauguration ceremony of the 2023 rabies campaign in the state had a unique theme which emphasized one health for everyone.

According to Ojogbo, the day is basically marked to sensitise, create awareness and educate the public on the dangers, prevention and control.

The day according to her, also marked progress made in the fight against the rabies for possible global eradication in human and animals in 2030.

He said that the state veterinary was ready to contain the disease, while encouraging people to avail themselves of the expert services available at various centres across the state.

The News Agency of Nigeria (NAN) reports that representatives of the Federal Ministry of Health and that of Agriculture and the WHO were present to give their support at eradicating rabies to ensure health for all. (NAN) (www.nannews.ng).

The Society for Water and Sanitation (NEWSAN) has called for the inclusion of its members in the implementation of the 700 million dollars World Bank- funded water, sanitation and hygiene Programme.

The programme, called the Sustainable Urban, Rural Water Supply Sanitation and Hygiene (SURWASH) Project is being implemented in seven states of Delta, Ekiti, Gombe, Imo, Katsina, Kaduna and Plateau.

NEWSAN National Coordinator, Mr Benson Attah, made this call at a virtual meeting with its state representatives for SURWASH programme states on Thursday.

According to him, the meeting is an opportunity to discuss ways forward in ensuring that the programme implementation is beneficial for the population.

He said that its members in the implementing states were not carried along in implementation processes, adding that coordination was necessary to improve access to water and sanitation in the country.

Attah identified the CSOs as partners in efforts toward improving the lives of the populace, adding that identifying gaps and challenges in programme implementation early would help in achieving its goals.

“Today’s meeting is to follow up with SURWASH states to strengthen collaboration for the Water, Sanitation and Hygiene (WASH) sector. We are working to identify gaps and areas for improvement.

“NEWSAN’s contribution is to give technical support for effective and smooth running of the programme; our states are well prepared to support implementation. The essence is to see that all stakeholders function well for the programme success.”

Mr Princewill Mordi, NEWSAN deputy national coordinator, noted that many SURWASH states were not consulted, citing the lack of coordination between the implementing partners.

According to him, there is the need for the World Bank to strengthen and include its work plan in order to improve access to potable water and sanitation for Nigerians.

He said that building human capacity through NEWSAN would help to end challenges of project management and implementation in the programme.

State Coordinators from Kaduna, Delta, Ekiti, Gombe, Plateau, Katsina all noted that programme implementation in the state had excluded their members.

They spoke about their activities since programme commencement in 2021, but worried about SURWASH state programme implementation units only mapping WASH CSOs but neglecting them.

Mr Peter Kuzasuwat, Kaduna state coordinator, said its members were mobilised and sensitised about the programme implementation in six LGAs, adding that three of them were included in steering committee in the state programme.

He however listed the challenges and gaps due to bureaucratic delays, saying this made implementation slow.

“There are a lot of foot dragging due to bureaucratic bottlenecks; this is making the implementation process slow. There is the need to redouble efforts so that the vision of an open defecation free nation by 2025 is achieved.

Mrs Felicia Ngaji, SURWASH Communications Specialist, said the programme is a six-year programme consisting of a US$640 million Program-for-Results (PforR) with a US$60 million Investment Project Financing (IPF) component.

She said it introduces a results-based approach with the potential to propel Nigeria’s efforts to ensure that all its people have access to sustainable and safely managed WASH services.

“It introduces an innovative approach to sector programming that leverages incentives to simultaneously deliver infrastructure that works, policies that govern, and institutions that sustain.

“It is to increase access to water, sanitation, and hygiene services and to strengthen sector institutions in participating states of Nigeria”.

Ngaji, however, urged NEWSAN and its members to work with the implementing agencies in their respective states in line with the programme operating manual.

NAN reports that SURWASH will provide six million people with basic drinking water services and 1.4 million people access to improved sanitation services.

The programme will deliver improved water, sanitation and hygiene services to 2,000 schools and health care facilities and assist 500 Communities to achieve open defecation free status. (NAN)

The Police Officers Wife Association (POWA) in collaboration with the UNESCO Read and Earn Federation (UNESCO-REF) and the House Committee on Diaspora has pledged to strengthen the agricultural value chain in the country.

The President of POWA, Mrs Elizabeth Egbetokun, said in Abuja on Thursday that she was mobilising 100,000 women to boost the agricultural workforce to mitigate risks occasioned by food shortage.

She was speaking when the President of UNESCO-REF, Prince Abdulsalami Ladigbolu and the Chairman, House of Representatives Committee on Diaspora Affairs, Tanko Adamu, paid her a courtesy visit.

“As the Wife of the Nigeria Inspector-General of Police, I am committed to enhancing security through non-kinetic approaches and addressing food scarcity that directly contributes to the United Nations’ Goal 2- Zero Hunger.

“In my capacity as the National Advocate of the Young Women in Agriculture (YWA), I am actively seeking collaborative partnerships to advance President Bola Tinubu’s vision for food security, which he has declared as a state of emergency,” she said.

The Chairman, House of Representatives Committee on Diaspora Affairs, Tanko Adamu, said that the collaboration was in pursuit of UNESCO objectives on food programmes.

Adamu said a number of Nigerians in diaspora would be willing to champion the objectives of the YWA programme as a way of giving back to their home country.

He, therefore, expressed the willingness of the committee to join the vanguard in mobilising Nigerians in diaspora to key into the programmes for the betterment of the country.

“We have sat down to look at our mandate as a committee which is primarily to identify and harness potentials of Nigerians in diaspora for the benefit and development of their home country.

“So we want to see how we can align ourselves with POWA and UNESCO-REF in the attainment of the UNESCO goals.

“As a committee, we want to see how we can come in to mobilise Nigerians in diaspora to bring their contribution to the development of agriculture in this country in other to attain food security.

“This is in line with the vision of President Bola Tinubu to attain food security and combat insecurity using non-kinetic approach.

“If you look at the challenge faced by the country today, we have challenge of food security and insecurity as well so if we have a robust investment in agriculture that will go a long way in ameliorating these challenges.

“So we want to tell influential Nigerians across the world to come and use the instrumentality of their personality and offices to support the structured institutions,” he said.

Meanwhile, Ladigbolu said the collaboration would serve as a spontaneous approach for Nigerians in diaspora to invest in their native home. (NAN)(www.nannews.ng)

The Nigerian Economic Summit Group (NESG), says strategic efforts are in place to galvanise actions that will address high unemployment and minimise brain drain in the nation’s economy.

Ms Amina Maina, the Chairperson, Central Organising Committee at the NESG 29th Summit (NES 29) said this in a statement on Thursday in Abuja.

Maina added that the forthcoming NES 29 would explore the subject as a sub-theme to observe the emigration of highly skilled professionals, which deprived Nigeria of valuable human capital assets.
“Issues around high levels of youth unemployment has hindered the utilisation of human capital, thereby contributing to economic underperformance, will also be spotlighted.

” Wherever you go around the world, you hear that the best people whether in education, healthcare, the financial industry or even in infrastructure, are Nigerians.

” We must find a way to keep and retain our best brains in the country.

“We hope that at NES 29, the private sector community will be able to give us bold ideas, which will be a way of turning things around,” she said.

The chairperson, also added that the summit would enable stakeholders to brainstorm on measures to reduce unemployment rate, ensure youths were gainfully employed and have something to look forward to.

”We desire to use the human capital we are blessed with to put Nigeria back on the trajectory where it should be.

” We should be able to take our place amongst the comity of nations because we do have the best and brightest and with the right system, we can retain them back home,” she said.

She said that the theme for the NES 29 summit, ‘Pathways for Sustainable Economic Transformation and Inclusion’, was aimed at translating economic growth into improved and sustainable living standards for all citizens.

Sango-Ota (Ogun), Sept. 28, 2023 (NAN) A Professor of Industrial Microbiologist, Prof. Olubukola Kuforiji, has called on postgraduate students across the nation’ universities to embrace problem driven-research through innovations for better society.
Kuforiji, the guest speaker, made the call at the Covenant University’s 18th Release of Eagles 2023 for School of Postgraduate Students Hooding Event in Ota on Thursday.
The title of the lecture is: “Towards Turning Postgraduate Publications into Products.”
He said there was the need to translate postgraduate publications into products, having economic value and making positive impacts on the lives of the citizens.
According to her, postgraduate education across tertiary institutions is designed  to drive innovations through problem -driven research.
“Post graduate research that is problem-driven has potential to translate to products.
“In addition, turning postgraduate research to products requires inputs from the industries,” she said.
The don further emphasised the need for postgraduate students to be exposed to activities that would translate research to products by adequately merging theory with practice.
She noted that universities should collaborate with industries to have positive contributions on the society.
She, however, said that the challenges of industries not embarking on long-term research could be surmounted if they collaborate with academia to translate research publications into products.
The guest lecturer suggested that postgraduate curriculum should also be restructured to cater for academia -industry collaborative supervision of research.
In his remarks, Prof. Akan Williams, Dean of Postgraduate Studies, Covenant University, congratulated the graduands on their remarkable milestones.
Williams said that the 164 postgraduate students comprised of 96 males and 108 females would be graduating for 2022/2023 academic session.
He said that the institution introduced progression tracker during the session to track students’ progress, identify delays and bring such up with the concerned stakeholders.
He added that they could embark on numerous activities including debate,  symposium, movie night, creativity fair and excursion. (NAN)

Nigeria’s Atomic Energy Commission signs MoU with Russian varsity

The Nigeria Atomic Energy Commission and Russia’s Tomsk Polytechnic University (TPU) have signed a Memorandum of Understanding (MoU).

The parties, which agreed to cooperate in the field of nuclear education and development of the Nigerian nuclear industry, signed the agreement on Tuesday.

According to Sputnik, the Russian news agency, the agreement was signed within the framework of the 67th session of the International Atomic Energy Agency (IAEA) General Conference in Vienna.

Sputnik quoted the press service of the university as saying that Vera Verkhoturova, Advisor to the Rector for External Relations and Abdullahi Mati, Director of the Department of Nuclear Power Plants in the commission, signed on behalf of parties.

It said TPU and the commission plan to create joint educational programmes, including dual degree programmes with Nigerian universities, academic exchange of students, distance learning, seminars, training courses and research in the field of nuclear physics and technology.

” TPU has been training in-demand personnel for the nuclear industry for more than 70 years, and its graduates are heads of ministries and departments, heads of companies, engineering and management corps of leading nuclear industry enterprises,” Acting Rector of TPU, Leonid Sukhoy said.

“Thanks to close cooperation with Rosatom State Corporation, whose main university is the TPU, we are developing international nuclear programs.

” The university has already become a reference platform for the development of human resource capacity in the field of nuclear technologies in Indonesia, Bolivia, Egypt, and a number of other Rosatom partner countries.

” And today, Nigeria has officially joined the list of our partner countries.

” TPU will become a reference platform in Russia for training personnel in nuclear and related specialties in the interests of Nigeria.

” We are grateful for the trust, I am sure that fruitful and mutually beneficial cooperation awaits us ahead,” he said.

He added that employees of Nigeria’s energy commission are among the graduates of the TPU international educational nuclear programmes.

The graduates, he said, are now successfully applying the acquired knowledge and competencies for the development of nuclear technologies in Nigeria.

“I believe that this is just the beginning of a long-term cooperation,” he said.

Prof. Yusuf Ahmed, Chairman of the energy commission, who also attended the event, said no fewer than 40 students from Nigeria are already studying for masters and postgraduate programmes in nuclear energy.

He expressed the hope that the number will grow.(NAN)

UNFPA on Thursday engaged 137 community leaders from various displaced communities on the need to promote child spacing in addressing the problem of maternal mortality and morbidity.

 

Addressing the community leaders at Muna Camp in Maiduguri, Mr Adamu Hamman, a Sexual Reproductive Health (SRH) Community Mobiliser with the fund urged the leaders to support the women in accessing the free services being provided in the camps.

 

Hamman said that contrary to speculations, the use of contraceptives is not an attempt to reduce the community’s population but to contain maternal mortality and ensure a healthy family and society.

 

He lauded the leaders for their commitments to join hands with the government and other relevant agencies in supporting measures to improve their communities and urged them to sustain the tempo.

 

Speaking on behalf of the leaders, Malam Dunoma Ngumtai, described the enlightenment as timely in checking the rising cases of birth and mortality in camps.

 

He said that the men and women in the camp are already benefiting from the services from UNFPA and would continue to do that as well as encourage others to do the same.

 

Amina Garba, Hafsat Saleh and Aisha Mohammed, who are some of the beneficiaries of child spacing services at the UNFPA facility in the camp, lauded the development, which they said is a big relief to the women.

 

“We, the women and adolescent girls in the camp were exposed to a lot of things that strengthen our knowledge of hygiene, reproductive health, Gender-Based Violence and how to protect our dignity.

 

“We were also provided the opportunities to learn skills that empowered us to also support our families. UNFPA is a household name in this camp,” Garba said.

 

Highlights of the enlightenment campaign was a rally conducted round the camp with various banners supporting the need for child spacing. (NAN) (www.nannews.ng)

The National Universities Commission (NUC) has upgraded the Niger State College of Education (COE) to the Niger State University of Education.

The Acting Executive Secretary of NUC, Chris Maiyaki disclosed this in Abuja on Thursday.

He said the upgrading would make it the 63rd state-owned university and 270th university in the Nigerian university system.

Maiyaki noted that universities would continue to play a pivotal roles in national development while also congratulating the Governor of Niger, Mohammed Bago for his vision and creative leadership role in the life of the people of the state.

“We are not reinventing the wheel for this university because the law has been passed in 2013 but has not been put to conclusion because successive administrations did not follow it up.

“And it is on assumption of office that his Excellency, Mohammed Bago with his formidable team went through the record and rekindled the matter in August.

“It would be recalled that Niger State university of Education was recognised as a duly established university in the Nigerian University System by the NUC by its letter  with reference NUC/ES31, Volume 69 and dated May 8, 2015.

He said the commission received a letter from the Niger Government dated Aug. 20, as well as strategic document including the relevant gazetted university laws, academic brief and physical master plan for the recognition of the university.

“I proudly wrote on behalf of the National Universities Commission (NUC) to inform his Excellency that with effect from Thursday, Sept. 28, the recognition of Niger State University of Education has been revalidated as the 63rd state- owned university and 270th university in the Nigerian university system.

“The NUC hereby pledges its full support to the university.

“We also enjoin the governor and the Niger government to take full advantage of the professional and technical advice that the commission statutorily requires to provide on the establishment, sustainable funding and operational roles of the university,” he said.

He, therefore, said that the Joint Admissions and Matriculation Board  (JAMB) , TETFund and NYSC would be duly notified of the establishment of the university.

Meanwhile, the Gov. Mohammed Bago, said that the state experienced deficit in education and learning, adding that it is therefore important to have an additional university to address the learning gaps.

Bago also said that the state would provide a vocational hub where Nigerians could come and learn skills.

” In 2013, our predecessor was here with a mission to convert the Niger State College of Education to a university of education, but somewhere along the line, it became a mirage.

“We have come to rekindle this ambition. Secondly, the IBB University, Lapai is desirous of a Medical Department, so we want you to expedite approval so that we have full curriculum for Medicine and Surgery.

” We are also proposing that the Federal College of Education, Kotangora and the Federal Polytechnics Bida,  will be degree-awarding institutions,” he said. (NAN)(www.nannews.ng)

She said Adedeji is a Fellow of Chartered Accountants, a member of the Institute of Chartered Accountants of Nigeria, and a member of the Chartered Institute of Taxation of Nigeria.

Lucas said that with all the qualifications, Adedeji possesses a formidable wealth of knowledge and expertise in the financial sector.
