The National Institute for Policy and Strategic Studies (NIPSS) is advocating for value chain training for young geo-scientists in the mining sector to enhance their skills.

The Director-General of NIPSS, Prof. Ayo Omotayo, made the call during the pre-conference panel discussion at the 59th Annual International Conference and Exhibition (AICE) of the Nigeria Mining and Geosciences Society (NMGS) in Jos on Monday.

Omotayo, who chaired the panel discussion, urged both public and private sector operators to mobilise resources to train the younger generation to enable them access global opportunities.

He described training as crucial for all sectors to remain relevant, stay abreast of new technology, and foster innovation.

The DG expressed NIPSS readiness to organise capacity building initiatives aimed at formulating policies to advance the mining sector.

Speaking also, Mr Muktar Zanna, the Executive Director of Frontier Exploration at the National Petroleum Company Limited (NNPC Ltd.), said that Nigeria has 37.1 billion barrels of proven crude oil reserves as at the beginning of 2023.

Zanna stated this in a paper he presented entitled “Increasing Nigeria’s Oil and Gas Reserves through Increased Exploration in the Inland Basins, Ultra Deep Waters and Infill Exploration in the Mature Niger Delta.

He said that Nigeria has 202 trillion cubic feet of gas which are reserves from the Tertiary Niger Delta.

“Our national aspiration is to increase the reserve to 40 billion barrels of oil and 250 cubic feet of gas.

“The practical way to increase the national reserves base is through increased hydrocarbon exploration,” he said.

He said that the Petroleum Industry Act (PIA) has made a provision of 30 per cent of profit oil and gas to be dedicated for Frontier Exploration Fund.

According to him, NNPC Ltd. through its subsidiary, EnServ, is implementing the Frontier Basins exploration activities subject to approval by the Nigerian Upstream Petroleum Regulatory Commission.

Dr Dennis Otuaro, the newly appointed Interim Administrator, Presidential Amnesty Programme (PAP), has assured that he would render quality service to the Niger Delta people to ensure sustainability of the programme.

Otuaro said this while receiving the handover notes from retired Maj. – Gen. Barry Ndiomu, the outgoing Interim Administrator.

The News Agency of Nigeria (NAN) reports that Ita Henshaw, the Technical Assistant to the former Interim Administrator, represented Ndiomu at the brief ceremony which took place at the PAP Office.

Otuaro, who spoke after receiving the mantle of leadership, said there would be no room for failure as they would work to achieve President Bola Tinubu’s Renewed Hope Agenda.

“I will not betray the trust reposed in me by President Bola Tinubu and the National Security Adviser, Nuhu Ribadu.

“I urge members of staff to be focused, embrace my principle and give me the requisite cooperation to move the office forward, as I am not in the Amnesty Office to pursue personal gains.

“I need everybody’s cooperation here to take this programme to greatness. My appeal here is as from today, we should back the crowd and face the job.

“I need everyone’s cooperation so that we don’t disappoint the President, the NSA, the people of the Niger Delta and Nigeria as a whole.

“I believe in this country. Everything about me is in this country and it is also in the Niger Delta.

“We will streamline whatever that we know that is giving us the load to provide excuses, we must streamline some things and we’ll work together,” he said.

Tinubu had last Thursday approved the appointment of Otuaro as Interim Administrator of the Presidential Amnesty Programme.

It would be recalled that Ndiomu resuscitated and trained Type-Rated as Pilots and Aircraft Maintenance Engineers.

He also initiated the Presidential Amnesty Cooperative Scheme, and sustained scholarships of beneficiaries as well as many other flagship initiatives.

The Presidential Amnesty Programme was initiated and signed into law in 2009, to stem youth restiveness, agitation, and ruination of oil processing infrastructure in the Niger Delta region.

The mandate was to disarm, demobilise and reintegrate ex-agitators back into society. (NAN)(www.nannews.ng)

The National President of the Miners Association of Nigeria (MAN), Mr Dele Ayanleke, has called for safe mining practices and improved technology to reposition the sector.

Ayanleke made the call in a paper he presented at the pre-conference and panel discussion of the 59th Annual International Conference and Exhibition (AICE) of the Nigeria Mining and Geosciences Society (NMGS) in Jos on Monday

The paper was titled “Unlocking the Wealth Creation Potential of the Artisanal And Small-scale Mining sub-sector through innovative implementation of a robust governance structure.”

He said that mining practices could be imbued in miners through capacity building, which was particularly crucial for Artisanal and Small-scale Mining (ASM).

Ayanleke said that capacity building for ASM operators and mining operators would empower them to comply with best practices.

“By enhancing the skills and knowledge of ASM operators, they can improve productivity, adopt sustainable mining techniques, and access higher value markets,” he said.

He called on investors in technology and innovation to support the mining sector, adding that the move could significantly enhance the productivity and sustainability of ASM operations.

Ayanleke, however, urged the government and stakeholders to invest in affordable and environmentally- friendly mining technologies, such as mercury-free processing methods and efficient ore extraction techniques, to develop the sector

He said that unlocking the wealth creation potential of ASM required a multi-faceted approach that addressing factors such as governance, market access, finance, among other factors.

Ayanleke said that the first step towards unlocking the wealth creation potential of ASM was to formalise and regulate the sector.

According to him, the move involves establishing clear legal frameworks, licensing procedures, and environmental standards.

He said that formalisation was crucial to enable ASM operators to gain access to legal rights, financial services, and markets, while ensuring environmental sustainability and compliance with labour standards.

Ayanleke urged the government to support ASM cooperatives and associations in accessing formal markets, negotiating fair prices, and meeting quality standards.

The MAN president said that financial inclusion was critical to facilitate access to micro-credit facilities for ASM operators to expand their businesses.

“Governments can collaborate with financial institutions to develop tailored financial products, such as micro-loans and savings accounts, designed to meet the unique needs of ASM operators,” he said.

Ayanleke said that robust community engagement and stakeholder participation, in addition to the creation of wealth, would build harmony between the parties involved.

According to him, the government should enforce strict environmental regulations, promote reclamation and rehabilitation of mining sites, and invest in alternative livelihoods for communities dependent on mining.

The U.S. armed forces said that they carried out self-defence strikes against drones, missiles and weapons storage containers in areas of Yemen controlled by the Iran-backed Houthi militia late on Monday.

The U.S. Central Command (CENTCOM) said it had successfully engaged and destroyed seven anti-ship missiles, three unmanned aerial vehicles (UAV) and three weapons storage containers in Houthi-controlled areas of Yemen in self-defense.

“It was determined these weapons presented an imminent threat to merchant vessels and U.S. Navy ships in the region,” CENTCOM said in a statement.

The Islamist militia has vowed to attack ships in the Red Sea linked to Israel.

However, many of the ships that have come under fire have no connection to the country.

The Houthis said they would force an end to the Israeli attacks in the Gaza Strip, which followed the unprecedented massacre by the Palestinian Islamist organisation Hamas in Israel on Oct. 7.

Because of the continuing Houthi attacks, major shipping companies were increasingly avoiding the shortest sea route between Asia and Europe and sailing around South Africa’s Cape of Good Hope instead.

Several Western countries, including the U.S. and Britain, have launched operations to protect ships in the region in response to the Houthi attacks.

The European Union has also launched a military operation to secure merchant shipping in the Red Sea, one of the most important shipping routes for world trade.

On Thursday, militia chief Abdel-Malik al-Houthis said that the group would expand its operations to block ships linked to Israel from even passing through the Indian Ocean towards the Cape of Good Hope.

The following day, the militants said they had targeted three Israeli and U.S. vessels in the Indian Ocean.

Al-Houthi last week said his group had targeted more than 73 vessels and warships since they started their attacks in November. (dpa/NAN)(www.nannews.ng)

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has advised the newly inaugurated Permanent Secretaries for the FCT Administration to perform, else, they will be sacked.

Wike gave the warning after the inauguration of the Chairman and Commissioners of the FCT Civil Service Commission, FCT Head of Service, and the Permanent Secretaries in Abuja on Monday.

“As a permanent secretary, you are not a political appointee, and you know the implication of that.

“If you perform below our expectations, there is nothing like query him in accordance with civil service rules.

“We have no time for that. We will just send you packing as permanent secretary,’’ he said.

Wike added: “I don’t want to hear that files are unduly delayed.

“We want you to support the government of President Bola Tinubu to realise the Renewed Hope Agenda’’.

The minister reminded the FCT workers of the long struggle for the realisation of the FCT Civil Service Commission since enactment of the law in 2018.

He said as President Tinubu had actualised the dream, it was only fair that workers pay back by being committed and work for the success of his administration.

The minister said the newly inaugurated Head of Service would send out posting letters to Directors as part of his promise to reshuffle them.

Wike also called on the Coordinators of Satellite Towns Development Department (STDD), Abuja Municipal Management Council (AMMC) and Abuja Infrastructure Investment Council (AIIC) to discharge their duties diligently.

He particularly urged the STDD coordinator to pay close attention to the developments taking place in area councils in line with the directive of President Tinubu.

Wike also urged AMMC coordinator to make sure the street lights are working, sanitation are done very well, and public buildings are well repaired.

The News Agency of Nigeria (NAN) reports that those inaugurated are Mr Chidi Amadi, as his Chief of Staff, Mr Emeka Ezeh as Chairman of FCT Civil Service Commission, with six commissioners representing the six geopolitical zones.

The commissioners are, Ahmed Mohammed (North West), Anthony Okeah (South-South), Mohammed Ibrahim (North East), Miskoom Naantuam (North Central), Jide Jimoh (South West) and Barrister Azubike (South East).

Also inaugurated is Mr Udo Atang, the pioneer Head of FCT Civil Service and 10 permanent secretaries.

They permanent secretaries are; Adam Babagana (North East), Wanki Ibrahim (North East), Asmau Mukhtar (North West), Dogo Bodinga (North West), Olusa Olusegun (South West) and Adetoyi Kolawole (South West).

Others are; Grace Adayilo (North Central), Olubunmi Olowookere (North Central), Ibe Chukwuemeka (South East) and Okonkwo Nonubari (South South).

The minister also inaugurated Mr Abdulkadir Zulkarfi as Coordinator STDD and Mr Felix Obuah, Coordinator AMMC.

NAN reports that Mr Oladiran Akindele, who was appointed Coordinator, Abuja Infrastructure Investment Council (AIIC) was absent at the inauguration. (NAN)

The Federal Capital Territory Administration (FCTA) has allocated N26.6 billion to FCT Water Board and Abuja Environmental Protection Board (AEPB) to provide clean water and maintain a healthy environment in FCT.

The Minister of the FCT, Mr Nyesom Wike, stated this when he appeared before the Senate and House Committees on FCT, in Abuja on Monday.

Wike appeared before the committees to defend the N1.15 trillion 2024 proposed FCT Statutory Budget.

He said that of the N26.6 billion, N9 billion was earmarked for the water sector to enhance water treatment and supply in the FCT.

He added that out of the N9 billion, N2.2 billion was earmarked for water treatment chemicals while N7.4 billion was for the FCT Water Board personnel costs, overhead costs, and capital expenditure.

“Through the 2024 statutory budget, we shall accelerate the implementation of the Greater Abuja Water Project being executed through a China Exim Bank Loan, but for which we are to make counterpart funding provision.

“The completion of implementation of the project will extend water supply to about 26 districts and layouts, “he said.

He explained that the FCTA had reached an advanced stage in exploiting Public Private Partnership for the deployment of pre-paid meters for dispensing of water at points of consumption.

This, according to him, is to bridge the wide gap between current revenue generation in the water sector, its inherent potential, as well as the need to minimise wastages.

“The successful implementation of this initiative will greatly assist in addressing the revenue shortfalls of the sector,” he said.

The minister also explained that a total of N17.6 billion was allocated to the Abuja Environmental Protection Board (AEPB) to maintain a clean and healthy environment.

“It is worthy to note that the City Cleaning contracts of the FCT require over N7 billion per annum, while the maintenance of the Wupa Sewage Treatment Plant requires about N2.5 billion annually.

“We are also reviewing our mode of operations to initiate a more cost-efficient city cleaning strategy in the 2024 fiscal year,” he said.

Earlier, the Chairman Senate and House Committees on FCT, Ibrahim Bomai, and Muktar Betara respectively, who commended the minister for the development stride in the FCT, assured him the full support of the National Assembly. (NAN)

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, says the N1.15 trillion 2024 proposed FCT Statutory Budget was designed to transform the capital city and rural communities.

Wike stated this when he appeared before the Senate and House Committees on FCT, to defend the proposed statutory budget, in Abuja on Monday.

He explained that out of the N1.15 trillion, N421.44 billion was earmarked as recurrent expenditure, representing 36.7 per cent, while N726.3 billion was set aside for capital expenditure, representing 63.3 per cent.

He also explained that the proposed capital expenditure would be dedicated for the development of infrastructure with emphasis on completion of ongoing projects.

Wike added that out of the N726.3 billion proposed capital expenditure, N80 billion was allocated for SUKUK loan projects, while N29 billion was earmarked for Abuja Light Rail project.

The minister also said that N500 billion was for commercial loans for the completion of some ongoing capital projects in the federal capital city and satellite towns.

He said that the balance of N117.3 billion was dedicated to the completion of ongoing capital projects and other counterpart funded related projects, aimed at enhancing socio-economic activities in the FCT.

Wike said that the Federal Capital Development Authority (FCDA) and Satellite Towns Development Department (STDD) got the larger chunk of the capital budget.

He said that FCDA got N457 billion, STDD N116 billion, while other Secretariat, Departments and Agencies (SDAs) got N153.3 billion.

This, according to him, is to address critical areas like ongoing road construction, completion of water treatment plant and related facilities and few new projects.

He explained that the N457 billion allocated to FCDA was for the provision of infrastructure within and around the capital city, of which N282 billion was for ongoing projects, while N175 billion was for new critical projects.

“Some of the critical projects to be executed by the FCT Administration in the 2024 statutory budget proposal are the completion of Roads B6 and B12 and construction of access road and car park for Abuja Light Rail.

“Full scope development of Arterial Road N20 from Northern Parkway to Outer Northern Expressway (ONEX), provision of engineering infrastructure to Guzape, and provision of engineering infrastructure to Wuye District.

“There is also the extension of Inner Southern Expressway (ISEX) from Southern Parkway (S8/S9) to Ring Road II (RRII), full scope development of FCT Highway 105 (Kuje Road) from Airport Expressway to OSEX with Spur at Kyami District,

“Construction of Northern Parkway from Ring Road II to Ring Road III (6.2Km), full scope development of N5 and N20 and provision of engineering district infrastructure to Asokoro Island Layout in the FCT.

“The sum of N198.5 billion is earmarked for the above eight major roads to speed up their completion before the end of 2024 fiscal year.

“The expansion and rehabilitation of these roads will eventually reduce the travel time and traffic gridlock on our roads within and outside the city,” he said.

The minister added that the transportation sector got N69 billion, of which N32 billion was for the construction of Bus Terminals Development at Kugbo, Jahi and Central Business District.

He said that N80.3 billion was proposed for education sector, while the health sector got N45.7 billion.

“The health budget seeks to complete the construction of hospitals in Gwagwalada, Gwarimpa and Utako Districts to enhance the capacity of some of our hospitals through the procurement of modern ambulances for eight FCTA hospitals,” he said.

Wike also said that a total of N7.9 billion was proposed for FCT Agriculture and Rural Development sector to improve agricultural production and engagement of youths in agriculture,

This, the minister said, would enhance food security, income, and better standards of living in the rural communities.

“We shall invest in the provision of agricultural inputs such as improved seeds, agro-chemicals, and fertiliser among others.

“We shall also develop cluster farm centres in both the livestock and crop production sub- sectors,” he added.

Wike equally said that N5 billion was allocated to the Social Development Secretariat for the promotion of gender, youths, children development, and other vulnerable groups in the FCT.

“It will also be used for the promotion and preservation of Nigeria’s art and culture within the FCT, including the development of sports through the provision of sporting, cultural and recreational facilities,” he said.

Wike also said that the Legal Services Secretariat got N5.6 billion for the provision of legal services, while N1.2 billion was earmarked for the Abuja Geographic Information System.

The minister further said that the sum of N4.2 billion was proposed for the Area Council Services Secretariat to ensure effective and efficient service delivery for rural transformation, improve the quality of lives of citizens.

“The secretariat is also expected to strengthen the traditional institutions as effective tools for mobilisation of people at the grassroots to achieve the developmental goals of the FCT Administration,” he said.

Ms. Patience Key, the gubernatorial candidate of the Peoples Redemption Party (PRP) for the September 21 Edo governorship election, has pledged to focus on human capital development.

Receiving the PRP’s Certificate of Return for the Edo governorship election in Abuja on Monday, Key emphasised her commitment to development, particularly in human capital.

”I am running for the governorship of the state to bring about development.

“We are looking at human capital development. When we talk about human capital development which our party believes in; it is about believing in the capacity of every citizen.

“We believe in serving the people; the poor people; the under severed population. What we want to do is to take them from where they are and transform their livelihoods.

“We want to make sure every single citizen in Edo does not cry of poverty, unemployment and that the state does not cry of retrogression anymore,” she said.

She outlined her vision for addressing poverty, unemployment, and retrogression in Edo State, emphasising a strategy of uplifting the underprivileged and transforming livelihoods.

Key, a former Chairman of the Nigerians in Diaspora Organisation, Americas, also pledged to prioritise women empowerment and increase female representation in leadership positions.

“We will give them that opportunity, what we call empowerment, to be able to understand that leadership is not competition; leadership is collaboration,” Key affirmed.

Expressing optimism about her chances in the election, Key emphasised the resolve of the people of Edo State and the need for a new direction in governance.

Malam Falalu Bello, the party’s National Chairman, presented the certificate to Key and expressed confidence in her ability to secure victory in the Edo poll.

Bello was represented by the party’s National Treasurer, Mr Abdullahi Bayawo.

“We have ruled in Kano, Kaduna, and by the grace of God, our candidate will be the first female governor in Nigeria,” Bello remarked, highlighting Key’s track record of service and dedication to the people.

He urged the electorate to consider PRP as a viable alternative to the major political parties, emphasising the potential for positive change under Key’s leadership.

“People have tried APC and PDP. Now is the time for them to try PRP. If she is voted into power, a lot of changes will take place in Edo,” Bello concluded. (NAN)

Nigeria’s Under-20 female football team, the Falconets, on Monday reached the finals of the women’s football event at the 13th African Games in Ghana.

They defeated their Ugandan counterparts 2-0 in the semi-finals
of their match at the Cape Coast Stadium.

The News Agency of Nigeria (NAN) reports that the Falconets have therefore boosted their quest to clinch the gold medal in their event.

NAN reports that Monday’s encounter was closely contested with both teams vying for a spot in the final.

Falconets had beaten Morocco 2-0 in their first match before a 4-0 humbling of Senegal in their second group B game to qualify for the semi-finals.

Both teams had pushed for a breakthrough in the first half of the match which ended goalless.

Substitutes, Adaobi Okoh and Chiamaka Okwuchukwu, scored the goals that lifted the Nigerians over Ugandans for a place in the final of the African Games 2023.

The Ugandans fought well until Okoh, who replaced Olushola Shobowale, found the back of the net in the 74th minute with her first touch in the game.

Okwuchukwu added the second goal in the 89th minute to give Nigeria the desired victory.

The Falconets will face the winner of the second semi-final tie between hosts Ghana and Senegal.

The looser in the second semi-final match will meet Uganda in the bronze medal’s match of the women’s football event.

NAN reports that Falconets won the gold medal in the event at the 12th African Games in Rabat, Morocco, in 2019.

The 13th African Games, which started on March 8, will be rounded off on March 23.

The United Global Resolve for Peace (UGRFP), a Non-Governmental Organisation (NGO), has underscored the urgent need for peaceful conflict resolution mechanisms following the killing of soldiers in Delta State.

The Chairman of the group, Mr Shalom Olaseni, said in a statement on Monday in Abuja.

Olaseni said the devastating loss of military personnel could have been averted with effective dialogue between the warring communities.

It would be recalled that 16 soldiers, including a commanding officer and two majors, were killed in the coastal village of Okuama, in Ughelli South Local Government Area, in land dispute with Okoloba community.

Olaseni described the killing as senseless and wondered why citizens should kill those responsible for their safety.

“The UGRFP emphasises the invaluable importance of peaceful resolution in preventing further bloodshed and fostering sustainable peace and development.

“We wish to reiterate our unwavering commitment to promoting peace and conflict resolution as essential catalysts for growth and development.

“We urge all stakeholders to prioritise dialogue, reconciliation, and cooperation in resolving disputes and building a harmonious society,” Olaseni said.

He, therefore, called for immediate intelligence-based action to identify and bring the perpetrators to justice.

“We urge the relevant authorities to spare no effort in ensuring that those responsible for this heinous act face the full wrath of the law.

“In the light of this tragedy, we appeal for calm and communal support for the military as they conduct a thorough investigation into the matter.

“It is imperative that we come together as a community to support our security forces in their efforts to maintain peace and security in our nation,” he added. (NAN)(www.nannews.ng)
