The National Film and Video Censors Board (NFVCB) has solicited partnership with the News Agency of Nigeria (NAN) for the promotion of its reforms in film classification operations.

Dr Shaibu Husseini, Executive Director/ CEO of the board made the request when he paid a courtesy visit to the Managing Director of NAN, Mallam Ali Muhammad Ali on Wednesday in Abuja.

Husseini, who was accompanied by his management team, said NFVCB under his watch was carrying out landmark reforms in its operations to effectively deliver on its mandate in line with global best practice.

He said NAN was a crucial stakeholder of NFVCB because of its wide reach, as well as its credible and authoritative reportage of the nation’s creative sector.

“We want to partner with the news agency of Nigeria to get some of the information that we want to pass to every nook and cranny of the country.

“There is no doubt, if you want to get your news to the nooks and cranny of this country NAN is the right partner, so I thought it was important that we come here first.

“I thought that first place to go should be the primary source of news, and as far as I am concerned, the News Agency of Nigeria is the place to be.

“This is not just about working together, but also we are partners in progress in our effort to drive home President Bola Tinubu renewed hope agenda.

“Also, considering the way NAN operates, there is not a media out there that do not get news from NAN, so that is why we are here.

“I would like to thank you for giving us this opportunity to be here, as I have just assumed office in less than 10 days,” he said.

According to Husseini, NFVCB as a critical stakeholder in the nation’s creative sector, particularly the film industry, is expected to discharge its statutory functions in tandem with global best practices.

Husseini said that the board under its current leadership is initiating major reforms to ensure that it delivers more effectively on its statutory mandate.

He said such reforms included complete digitisation of its operations, as well as efforts to rechristen the boards name for it to appropriately reflect its statutory functions.

“At the moment now, the board is moving from censorship to classification, because all over the world the idea is to actually allow some level of creativity to thrive.

“Censorship is actually a term used under the military regime, but we are going to try to move from there because globally it is known as classification board.

“However, we have a lot of media illiterates that we need to speed up their understanding for them to properly understand our classification symbols.

“This is why we need NAN to help us in our media literacy drive because Nigerians need to be conversant with our classification symbols and activities,” he said.

Responding, the managing director of NAN assured Husseini and his team of the agency’s readiness to work closely work with NFVCB in promoting its activities and the nations motion picture industry.

Ali, who congratulated Husseini, said his appointment by President Tinubu to head the NFVCB was a clear manifestation of the president’s determination reposition the board.

“When you have a very competent captain who has paid his dues as performing artiste, a journalist, an administrator, with years of experience, you know that whatever turbulence there is, the ship will safely dock.

“We are deeply honoured to have you here, and like you rightly pointed out, NAN is the right partner you can work with because we are everywhere.

“So, congratulations and welcome once again to NAN, as we look forward to a very purposeful working relationship,” he said.(NAN) (nannews.ng)

Mining cadastre receives 10,805 applications since launch of electronic system-DG

The Nigerian Mining Cadastre Office (MCO) says it has received 10, 805 applications for new mineral titles and modifications since the launch of its Electronic Mining Cadastre Systems (eMC+) in 2022.

The Director General of MCO, Mr Obadiah Nkom, disclosed this during the organisation’s business session, at the 59th Annual International Conference and Exhibition of the Nigeria Mining and Geosciences Society (NMGS) on Tuesday in Jos.

Nkom explained that the applications were received between 2022 and February 2024.

Nkom said that 4,306 were unassisted online transactions, representing 39.85 per cent of all applications, indicating stakeholders’ swift adoption of the system.

He said that the MCO was saddled with the responsibility of the administration and management of mineral titles and maintenance of cadastre registrar in accordance with the Nigerian Minerals and Mining Act 2007.

The DG said that the eMC+ was an innovation of the organisation conceived to facilitate the ease of doing business in the mining sector, increase transparency, efficiency, and service delivery, as well as to align with best practices.

“The function of eMC+ is summed up as being able to create and maintain chronological records, but the most important is to ensure that mineral title administrations are managed and administered in the most transparent manner, “ he said,

According to him, the benefits also include better services for operators, support and tracking of all transaction processing steps and improved compliance with mining regulations among other factors.

He noted that most of the mining activities were artisanal and small-scale in nature, saying they have a department saddled with the responsibility of coordinating their activities.

“We have a department called artisanal and small department to be able to organise them in to cooperatives and give them extension services,” he said.

In another development, the MCO boss, who chaired the business session of Plateau government at the conference, said that proper enlightenment was crucial to mitigate accidents at mining sites.

Nkom stated this while reacting to a report that 36 people were recently killed in mining pits in the state.

He said that in such situations, owners of legal mining sites with titles were expected to report the incidents to prevent them from recurring.

He, however, expressed concern that most operations were illegal and lacked safe methods, saying that repositioning the mining sector required the cooperation of all stakeholders for its success.

“Everyone has a role to play from the local government areas, traditional rulers and the community members,”he said. (NAN)(www.nannews.ng)

EFCC blames neglect of cultural values for rise in corruption

EFCC blames neglect of cultural values for rise in corruption

By Taiye Olayemi

Ola Olukoyede, Executive Chairman of the Economic and Financial Crimes Commission (EFCC), has blamed the neglect of cultural values for the high rate of corruption in the country.

Olukoyede stated this on Tuesday when Chief Biodun Ajiboye, Executive Secretary of the National Institute for Cultural Orientation (NICO), paid him a courtesy visit in Abuja.

The visit was to discuss inter-agency collaborations toward re-orienting Nigerians on the need to revive their cultural values as a tool to fight corruption in the country.

In a statement issued by Mr Caleb Nor, Media Aide to Ajiboye, Olukeyede said that the commission was doing its best to curb the menace of corruption to a reasonable level.

Olukoyede said one of the ways to achieve the EFCC mandate was through citizens’ cultural orientation on the high level of moral decadence and values that were completely broken.

“ What does not belong to you, you don’t have business with it and if we have moral and value re-orientation of the citizenry, it will help us achieve a lot.

“ We need to channel our efforts on crime prevention rather than recording thousands of convictions.

“ There is also a need for us to look at the loopholes and re-orient the people and that is where NICO comes in.

” We need people like you to support us by getting involved in the fight against corruption.Basic orientation is needed for Nigerians to understand the need to avoid engaging in criminal vices.

” And we will not mind to give your Institute a desk in the commission to see how we can join forces in re-orienting Nigerians.

“Because if we go back to our values and with the potency it has to take away the issue of moral decadence, I can assure you that it will reduce the bulk of my work.”

Earlier, Ajiboye said his visit was to seek the commission’s support and cooperation in fulfilling NICO’s mandate as the foremost cultural training institute in the country.

He said that such collaboration would assist in tackling financial crimes and fraudulent activities through the cultural and psychological re-wiring of Nigerians to nation’s cultural ideals and ways of life.

He noted that it would equally step up the advocacy to return Nigeria’s cherished cultural values.

Ajiboye disclosed that the institute was powered by law to serve as a focus for orientation in cultural matters for Nigerian policy makers.

He said the institute also had the power to train citizens toward integrating Nigeria’s culture at all levels into people’s everyday activities.

He, however, proposed the training of senior officers of the commission by the institute for improved productivity.

“The institute is of the firm belief that as a crime detection and prevention agency, the EFCC can leverage the advantage of the Nigerian cultural element to tackle corruption and financial crimes in Nigeria.

“If officers of the commission can be grounded in Nigerian culture for effective investigations and interrogations, it will enable them to discharge their duty more effectively.

“There is also no denying the fact that cultural appreciation can also reduce the financial crime rate and corruption among Nigerians.

He said that no culture in Nigeria encourages criminal behaviour or greed.

“However, these values have been replaced with a foreign culture of covetousness which is evidenced in the ever-increasing rate of internet fraudsters or “yahoo yahoo” as they are popularly called.

” And other corrupt practices like embezzlement or misappropriation of public funds. All these are forms of stealing and no culture in Nigeria encourages thieves.”

He proposed a cultural orientation training for senior officers of the commission in a bid to utilise the cultural knowledge they will gain towards aiding crime investigation and interrogation purposes.

“You will agree with me that a suspect whose cultural affinity is respected and appreciated will tend to be more helpful during interrogation.

” NICO can effectively train and equip officers of the commission with such valuable cultural orientation training.”(NAN) (nannews.ng)

FG calls for geoinformation system collaboration

FG calls for geoinformation system collaboration

By Ijeoma Olorunfemi

The Federal Government, on Tuesday, called on relevant government’s institutions to collaborate and harmonise the geoinformation or geographic information systems to reduce cost of governance and address national concerns.

Sen. Abubakar Bagudu, the Minister of Budget and Economic Planning, made the call at a four-day workshop aimed at reviewing and harmonising the National Geoinformation Policy and the National Geospatial Data Infrastructure (NGDI) Bill in Abuja.

The workshop was organised by the National Space Research and Development Agency (NASRDA).

Bagudu regretted that Nigerians were users of geospatial dataset generated by other foreign institutions, in spite having the capability to develop indigenous ones, which he blamed on lack of articulation by institutions of government.

“The fault is not a resource problem, but an articulation problem, organisations like Google did not start by mapping the world, they use what is there.

“Developing our own is about integration, innovation, ability to share resources, because most of the challenges identified can be solved by cooperation.

“The challenge to you as participants is to help articulate the NGDI, guide us so that we can quickly evolve.

“We need to adopt cooperation mechanism that will provide a platform where all those in geospatial information can work together and develop common standards,’’ Bagudu said.

He recalled the Federal Executive Council adopted to implement the Orasanye Report, which identified duplication of government agencies with overlapping functions.

Bagudu said that geospatial information could address insecurity problems, land border crisis, land disputes, food security, climate change, among others.

In his remarks, Chief Uche Nnaji, the Minister of Science, Technology and Innovation (STI), said that President Bola Tinubu’s vision on Renewed Hope would foster geospatial data and empower the nation’s growth, resilience, and prosperity.

Represented by Prof. Nnanyelugo Ike-Muonso, Technical Adviser to the minister, Nnaji said geospatial data was key to achieving the diverse areas stipulated in the Renewed Hope Agenda.

“Geospatial data is pivotal in realising these ambitious goals as it underpins all interventions within our geographical space.

“NGDI plays a crucial role in advancing the Renewed Hope Agenda by providing a solid geospatial foundation for monitoring progress, facilitating, mapping and environmental monitoring.

“Additionally, the NGDI enhances response capabilities to marine incidents, supports space-based technologies, enables telemedicine for national health coverage, serve as a cornerstone for precision agriculture and water resource management.

“It fosters innovative geospatial applications that fuel economic growth,’’ the minister said.

Nnaji expressed optimism that the workshop would develop a revised policy framework and operational strategies to sustain the NGDI ecosystem.

He added that it would update the 2010 Geoinformation Policy for current relevance and revise the NGDI Bill for executive endorsement in 2024.

Dr Halilu Shaba, Director-General of NASRDA, described Spatial Data Infrastructure (SDI) as a digital platform for implementing a framework of integrated geospatial data, metadata, tools and users that are interactively connected.

According to Shaba, 80 per cent of governmental data has a locational basis and knowledge of location of an activity allows for linkages of similar tasks and projects.

He said that over the years, the agency had organised series of meetings and workshops to implement the 2010 National Geoinformation Policy and enact the NGDI bill, but results were minimal.

“The NGDI programme has the embedded inconsistencies in the production of geographic information resulting in different positional accuracies, coding and classification systems, different scaling, packaging, formatting system and projections.

“Geospatial data are not collected or automated to standards that will make the data useful in multiple applications, among others,’’ Shaba said.

According to him, the agency is opened to collaborations that will ensure the country reaps from developing its indigenous geospatial information database.

Dr Ganiyu Agbaje, pioneer National Coordinator of the NGDI, said that geospatial data infrastructure was the major key to achieving the Sustainable Development Goals.

Agbaje described NGDI as a very powerful planning tool that would significantly improve the quality, efficiency and technical development in the allocation of resources.’’

He added that there would be a strong justification, if the government invested in the collection and management of fundamental geospatial information as component of national information infrastructure.

According to him, it will ensure that geoinformation permeates every aspect of the society and readily available when needed.

The News Agency of Nigeria (NAN) reports that in 2003, NASRDA, organised a workshop on spatial data infrastructure to discuss the draft of the National Geoinformation Policy on NGDI. (NAN)(www.nannews.ng)

Involve geoscientists in construction to tackle building collapse in Nigeria – NMGS President

Involve geoscientists in construction to tackle building collapse in Nigeria – NMGS President

Prof. Akinade Olatunji, the President of the Nigerian Mining and Geosciences Society (NMGS), has urged Nigerians to involve geoscientists in every construction to address the increasing incidences of building collapse in the country.

Olatunji made the call at the 59th Annual International Conference and Exhibition of the NGMS in Jos.

He said that the construction sector is booming, but required the involvement of specific professionals being a multi-disciplinary sector.

“This sector is also confronted with plethora of challenges, the major one being quackery and non-utilisation of relevant professionals for the jobs they are trained to do.

“All the interrogation has been toward what the engineers are doing or not doing and the quality of the construction materials.

“The views of other critical partners in the construction industry are not often sought for or side-lined, “ he said.

According to him, the best global practice is to engage engineering geologists to run pre-construction soil tests to determine the suitability of the soil for construction, as well as the type and depth of foundation required to support the proposed structure.

“If Nigeria must be spared the attendant horror and painful loss of lives and properties associated with collapsed buildings, roads and bridges.

“It must pay due attention to the contributions of the engineering geologists in the pre-construction investigations needed for such constructions,” he said.

He urged Nigeria to take after developed countries where the input of engineering geologists is utilised to assess specific physical properties of sub-surface rocks and soils to determine their suitability for construction purposes, foundation types and placements.

The president also emphasised the need for Nigeria to fully harness and deploy geoscience knowledge to significantly improve the country`s fortunes in the water sector.

He expressed deep concern that in spite the large surface and groundwater resources in the country, Nigeria has not been able to provide potable water for its citizens or sufficient water resources for year-round agricultural activities.

“It is a shame that rather than derive blessings from our numerous river systems, what we have is tale of woes yearly because of devastation from flooding, “ he said.

He decried that majority of Nigerians depend on groundwater extracted from constructed tube wells, popular known as boreholes for their water supply.

He said that the situation has turned the water drilling sector into all-comers affair, adding that the unregulated abstraction of groundwater has grave implications for the environment.

“To sustainably harness such groundwater resources, it is important that the geoscience knowledge is fully utilised, and our members are fully ready to lead the charge in those directions.

“It is high time we utilise the geoscience information available to us to solve the challenges of the water sector“, he said.

The News Agency of Nigeria (NAN ) reports that the conference, had the theme “Emerging Global Perspectives, Trends and Sustainable Development of Minerals and Energy Resources”. (NAN) (www.nannews.ng
