Residents express worry over influx of mentally ill persons in Osogbo

Residents in Osogbo have expressed concerns over the influx of mentally ill persons to the town.

Some of the residents who spoke with the News Agency of Nigeria (NAN) on Monday in Osogbo, said that the number of such persons on major roads in the town was worrisome.

The respondents called on the state government to urgently address the issue and evacuate them off the streets for rehabilitation or send them back to their states.

Mr Biola Awosun, a resident, said that some of the mentally ill persons on the street were victims of their own nemesis.

Awosun attributed drug abuse and diabolic activities as some of the factors responsible for the large number of mental health cases on the streets.

He appealed to the state government to do something urgently to evacuate them off the streets for the safety of the residents.

Another resident, Mrs Adenike Faponda, a trader at Ejigbo motor park, was of the opinion that some of the mentally unstable people on the streets were brought from other states.

Faponda urged the government to put such people into psychiatric homes where they could be rehabilitated.

However, Dr Andrew Dosunmu, a Psychologist, said that the majority of person with mental illness on the streets of Osogbo were as a result of drug abuse.

Dosunmu, who is the founder of Psychcare Foundation, a Non-Governmental Organisation, said that many psychotropic substances have been introduced into society and their abuse accounted for the large number of mental disorders.

The psychologist said that there were different types of mental cases like schizophrenia, depression and childhood developmental disorders, among others.

“The one that is so persistent, especially in Osun, is among the youth, which is a mental illness caused by drug and substance abuse, which is commonly called addiction.

“It is very high and even alarming, and among the adolescents, from the ages of 16 to 45.

“This is the period when hard drugs are on the increase.

“New hard drugs are being introduced into society, synthetic and non-synthetic drugs; it is everywhere,” he said.

Furthermore, Dosunmu said that the number of people affected by drug abuse was on the increase and blamed this on poor family background.

Also, Ms Dunmilola Akinola, a nurse at Asubiaro Hospital, Osogbo, said the government was doing its best to ensure the necessary attention was given to mentally ill persons in the town.

Akinola, however, urged the state’s task force officers to do more in evacuating such persons from the roads.

Meanwhile, the state government has said it was doing its best to see that mentally unstable people were taken off the streets and rehabilitated.

Mr Richard Oyegbami, the Permanent Secretary, Osun Ministry of Environment told NAN that the ministries of Environment and Sanitation, and Youth, Sports and Special Needs, were interrelated and both are working together to get mentally ill persons rehabilitated.

Oyegbami said the government was doing its best to ensure that mentally ill people were taken off the streets.

“The government is not just watching.

“When they see mentally ill persons, there is a particular place they take them to get them rehabilitated,” he said. (NAN)

FAAN closes MMA runway for rehabilitation

The Federal Airports Authority of Nigeria (FAAN) has  closed  Runway 18R/36L at the Murtala Muhammed Airport, Ikeja  for rehabilitation.

The closure started from 3.00 a.m. on Monday. It will end at 11.59 p.m. on Tuesday.

This is contained in a statement signed by the Director, Public Affairs and Consumer Protection, FAAN, Mrs Obiageli Orah.

According to Orah, the closure is due to ongoing rehabilitation work (asphalt phase) at the A2 Taxiwaylink of the runway.

She said that it was  part of ongoing efforts to ensure that the runway would remain in optimal condition.

“There will be no disruption to flight operations during this period as all flights would be redirected to the alternative runway, 18L/36R,” she said.

She emphasised FAAN’s committment to the safety, security and comfort of airport users. (NAN)

Etsu Kwali rates Wike high on schools’ rehabilitation across FCT

Mr Luka Nizassan, Etsu Kwali, Kwali Area Council of the Federal Capital Territory (FCT), has rated FCT Minister Nyesom Wike high on school rehabilitation and upgrade across the territory.

Nizassan stated this in an Interview with the News Agency of Nigeria (NAN) in Abuja on Sunday.

NAN reports that Wike had on March 21, 2024, inaugurated the rehabilitation, upgrade and reconstruction of public secondary schools across the FCT.

The Minister had explained that the move was part of President Bola Tinubu administration’s efforts to improve access to quality education in public schools.

The Kwali traditional ruler said that so far, renovations were ongoing in more than 75 schools across the six area councils of the FCT with some already completed.

He said that as of mid-2024, the Wike-led FCT Administration had renovated Government Technical Secondary School, Kwali, and Junior Government Secondary School, Pai.

He added that renovation of Government Secondary School, Kwali, was equally ongoing.

According to him, the rehabilitation programme is already improving access to quality and inclusive education in public schools across the FCT.

He particularly commended the FCT Minister for improving schools’ infrastructure, including provision of water and sanitation facilities.

“The resolve of the honourable Minister to improve access to quality education and ensure equity for all learners in FCT, including rural residents, is remarkable.

“Learning spaces are now safer and conducive. These potent learning opportunities are already yielding great results.

“Also, ensuring that all students in urban and rural areas have access to quality education is particularly empowering the natives and residents of FCT to live quality lives in the future.

Nizassan equally said that Wike’s schools’ intervention was already addressing inequality in the education sector by providing equal access to education and vocational training.

This, he said, was empowering the natives of FCT to lead sustainable lives and make decisions that improved their quality of life.

Describing Wike as “God’s sent”, the traditional ruler said that the Minister was realising the full vision of Tinubu’s administration for the people of FCT.

“The Minister’s achievements in just a year and few months had surpassed that of previous administrations put together.

“Wike’s remarkable achievements should be lauded and emulated by all duty bearers,” he said. (NAN)

Port Harcourt refinery begins operation

The Port Harcourt Refinery, managed by the Nigerian National Petroleum Company Limited (NNPC Ltd.) through the Port Harcourt Refining Company Limited (PHRC) has commenced operations after undergoing rehabilitation and modernisation.

The refinery with 210,000 bpd refining capacity located at Alesa, Eleme, in Port Harcourt, comprises two operational units which were established in 1965 and 1989.

The News Agency of Nigeria (NAN) reports that the old plant refines a capacity of 60,000 barrels per day (bpd), while the new plant refines 150,000 bpd.

It would be recalled that the Federal Government, under former President, Muhammadu Buhari, had in March 2021 secured a 1.5 billion dollars loan to rehabilitate the facility which contract was awarded to an Italian firm, Tecnimont S.P.A, a subsidiary of Maire Tecnimont Group.

NAN reports that Malam Mele Kyari, the Group Chief Executive Officer of NNPC Ltd. is leading the team to inspect the first lifting of petroleum products from the facility after its rehabilitation.

Speaking at the Refinery on Tuesday, Kyari commended the contractors for doing a great job in ensuring that the refinery was delivered in spite of all challenges and unforeseen circumstances.

“The refinery is running, it is almost a new refinery because every rotating equipment, every compressor is new, we have practically changed everything.

“There is one unit which has never worked for 27 years, but it is back on stream.

“Everything that happened was something we did not have control over, it’s an old machine which would start and fail, it is normal for a plant, so you cannot make promises on it.

“This is really a moment of value for our country because it changes narratives about governance. It brings to the fore what leadership push can bring to systems and institutions,” he said.

He thanked President Bola Tinubu for his unwavering support and understanding towards the rehabilitation of the project and for his persistence to ensure energy security for the country.

They also thanked Nigerians for their patience and for the legitimate expectations of the company to deliver on the other refineries.

Mr Farouk Ahmed, the Chief Executive, Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) while congratulating the NNPC Ltd for achieving the milestone, lauded the upgrade of the old plant to a new technology.

“The flare is clean and has no smoke which shows that the plant is working very well and also compliant with environmental requirements,” he said.

Ahmed said all the regulatory support required was granted by the NMDPRA, adding that it would continue to support the completion of the rehabilitation work at the other refineries.

The Refinery Project Manager, Caccavielo Luca expressed satisfaction on the upgrade and re-streaming of the refinery after years of being moribund, adding that the same passion would be applied for the rest of the plant.

The PHRC rehabilitation project, is an Engineering, Procurement, Construction, Installation & Commissioning (EPCIC) project that is aimed at restoring the refinery to full functionality and renewal.

The refinery according to the NNPC Ltd. reached “mechanical completion” of rehabilitation work in December 2023, as it said that the facility would start refining 60,000 barrels of crude oil daily after the 2023 Christmas holiday.

In January, NNPC Ltd, Kyari, said that the refinery was being tested and would be ready by the end of January.

The promise came after the company said it was seeking to engage a reputable company to operate the refinery.

NNPC made further promises when the refinery failed to commence operation in January, that it would now begin operations in April. This, also did not materialise.

Further promises were made that the refinery would commence operations in July and August of this year, of which none of those new dates materialised.

Some Nigerians including former President Olusegun Obasanjo had expressed disappointment that the nation’s refineries have remained moribund for years, as the country had depended on imported product for about 20 years. (NAN)
